Dubai freehold versus New Zealand overseas investment rules
New Zealand's Overseas Investment Office rules restrict foreign buying of sensitive New Zealand land and residential property, but they do not apply to a purchase in Dubai. Dubai has no equivalent foreign-buyer restriction: non-residents can freely buy freehold property in any designated freehold area, which includes every Emaar master community, with no approval process and no foreign-buyer surcharge. The Dubai Land Department registers the title in your name directly.
Tax on Dubai rental for New Zealand residents
The UAE levies no income tax on rental income. As a New Zealand tax resident, your Dubai rental is taxable in New Zealand as foreign-sourced income and is added to your total income at your marginal rate. Allowable deductions include service charges and property management. There is no UAE withholding tax on rental repatriated to New Zealand, and because the UAE rate is zero no foreign tax credit flows through. You must declare the rental on your annual IRD return.

The 10-year Golden Visa in New Zealand dollars
An investment of AED 2 million, about NZ$910,000, qualifies you and your family for a 10-year renewable UAE Golden Visa. Several Emaar apartments in Dubai Creek Harbour and Downtown start near this level. The visa does not require relocation and does not affect your New Zealand tax residency.
Remote purchase and the Power of Attorney
New Zealand buyers can complete a Dubai purchase largely remotely. A Notarised and Apostilled Power of Attorney, arranged through a New Zealand notary and the Department of Internal Affairs authentication, lets a representative in Dubai sign the SPA, register the title and handle handover. We coordinate the POA drafting, the escrow transfer and the Oqood (off-plan) or Title Deed registration so only a short visit is needed for key collection.
