Freehold ownership for GCC nationals

GCC nationals enjoy the simplest path to Dubai property: full freehold ownership in any designated freehold area, which includes every Emaar master community, with no restriction on the number of properties. There is no residency prerequisite and no need for a local sponsor. The Dubai Land Department registers the title in your name directly, the same process a UAE national follows.

The SAR peg and payment

Both the Saudi riyal and the UAE dirham are pegged to the US dollar, so the cross rate is effectively fixed at roughly 1 AED = 1.022 SAR. That means no currency risk on the purchase price, the mortgage or the rental income, and you can budget a Dubai villa in riyals with confidence. Funds transfer freely between GCC banks under the GCC monetary framework, typically same or next day.

Tax and zakat treatment

The UAE levies no income tax on rental income and no capital gains tax on the sale of a personal property. Saudi Arabia also does not currently tax foreign rental income for individuals, though you should confirm with your zakat and tax advisor, particularly if you hold the property through a company. There is no UAE withholding tax on rental repatriated to Saudi Arabia.

The 10-year Golden Visa

While GCC nationals can already live in the UAE visa-free, a 10-year Golden Visa (from AED 2 million, about SAR 2.05 million) is useful for longer stays, opening bank accounts, and sponsoring family.
